CLADTS — the Customary Land Governance Mapping & Dispute-Tracking System — is an AI-integrated governance platform designed to modernize customary land administration in Ghana’s traditional areas.
Developed by governance practitioner and researcher John-Paul Etornam Adjadeh, CLADTS addresses one of the most persistent sources of instability in West African communities: unresolved customary land disputes. By combining geospatial boundary mapping, AI-powered conflict detection, digitized archival records, and community-led verification workflows, CLADTS brings institutional infrastructure to customary governance systems that have historically operated without it.
CLADTS has been deployed in Ghana’s Eastern Region, where it has produced confirmed improvements in land governance and dispute resolution. The systems and templates introduced remain in active use and continue to inform best practices in chieftaincy administration.
